Shaffra, the UAE-based enterprise AI startup, has announced the launch of its first regional headquarters in Azerbaijan, marking a strategic expansion into the Caspian region as it seeks to extend its presence beyond the GCC.

The expansion is backed by more than $10 million in funding, supported by stakeholders including stc, Omantel, and other global technology leaders. The investment will accelerate the deployment of Shaffra’s AI Workforce Platform, enabling organizations to build Autonomous AI Teams.

Founded in 2023 by Alharith Alatawi and Alfred Manasseh, Shaffra has rapidly established itself across the GCC with enterprise-focused solutions including the AI Call Center, AI Sales Center, and AI Project Manager.

According to the company, its AI solutions helped enterprises and government organizations save more than two million work hours per month during 2025, demonstrating the operational impact of its AI workforce platform.

Shaffra views Azerbaijan as a strategic gateway to the Caspian market, where a growing innovation ecosystem and approximately 200 startups provide favorable conditions for advanced AI adoption.

The company's Subconscious AI cognitive architecture enables AI employees to integrate into business operations, strengthening reasoning, decision-making, and operational efficiency across multiple industries.

Alharith Alatawi, CEO and Co-Founder of Shaffra, said:

The company plans to use its Azerbaijan headquarters as a launchpad for further expansion across the Caspian region through future partnerships and collaborations, as the global Agentic AI market is projected to reach $93.20 billion by 2032.
