Abdullah Abuthnain

When discussing the Kingdom’s labor transformation and its alignment with Vision 2030, Dr. Abdullah bin Nasser Abuthnain emerges as a central figure. With deep expertise in business administration and finance, and a mandate to drive workforce development, he has played a decisive role in advancing Saudi Arabia’s labor policies, empowering talent, and fostering workplace innovation.

Dr. Abuthnain currently serves as Vice Minister of Human Resources and Social Development for Labor, leading one of the ministry’s most critical arms — a key enabler of national economic growth and one of the pillars of Vision 2030.

After earning his PhD in Business Administration (Finance) from Old Dominion University in Virginia, USA, Dr. Abuthnain began his professional journey as an Assistant Professor of Finance and Investment at the Institute of Public Administration. His leadership trajectory includes: – Director of the Business Administration Programs Department – Institute of Public Administration – Director General of Financial and Economic Programs – Institute of Public Administration – Undersecretary for Inspection and Work Environment Development – Ministry of Labor and Social Development (2012–2016) – Undersecretary for Planning, Development, and Information – Ministry of Labor and Social Development – Appointed Vice Minister for Labor by Royal Decree in 2018 (rank of Minister), overseeing labor market strategy, program implementation, women’s economic participation, and workplace innovation – Royal Decree renewal of service in 2022 for an additional four years as Vice Minister of Human Resources and Social Development
