Monsha’at launches the second edition of the “Estrdad” initiative to support startups and SMEs

The Small and Medium Enterprises General Authority (Monsha’at) has launched the second edition of the “Estrdad” initiative, designed to refund government fees for startups and SMEs with a total value of $400 million.

The initiative aims to support companies during their first three years of establishment, enhancing their sustainability and competitiveness, while contributing to the objectives of Saudi Vision 2030 to build a diverse and sustainable economy.

Refunds cover 10 types of fees, including:

  • 80% of expatriate worker levy fees
  • Fees for publishing articles of association, commercial registration, and municipal licenses
  • Fees for Saudi Post, chamber of commerce memberships, trademark registrations, and economic activity licenses
  • Patent registration fees to encourage innovation

Registration for the initiative is open until the end of 2026, with disbursements made periodically to eligible companies until the end of 2028.

Eligibility requirements include:

  • Classified as micro, small, or medium enterprises
  • Established within the last three years, with operations starting after January 1, 2024
  • Compliant with Saudization ratios set by the Ministry of Human Resources and Social Development
  • At least 60% ownership by SMEs or Saudi individuals (with specific exemptions)
  • Holding valid licenses to practice economic activities
